Converts a year, month, or day-of-month component — or a span in months — to i32.

Exact. chrono reports months as 1..=12, days as 1..=31, and years within ±262,000; every one is inside i32. A span in months is a tenor or an observation lag, bounded by the same date range. The conversion cannot wrap.
